The E.U. decided that every public/association rented home should have a modern kitchen, bathroom, central heating, double glazing and be re wired as a minimum standard before 2015.
Glasgow has been going ahead since 2003 while others have lagged behind like Renfrewshire Council. They introduced a five year plan to carry out all of the work. They promised gas central heating to replace electric central heating in the Spring. This work has now been cancelled until Autumn, they think! They are blaming a lack of gas infrastructure. People have gas all over the area so what's the problem?
In general the housing is rented to those on various state benefits. now. by specifying gas they land the person living there with yet another bill from another supplier. To lump them together would be crazy during a bad Winter. Should you opt for a pre paid meter there is an installation cost plus a weekly cost. This for people who actually pay upfront before use!!! The Gas central heating needs electricity to start it up and the boiler for hot water is gas heated. So a person could be stuck with a new bill, new pre paid meter to install, a new machine use charge per week and all because the current electrically heated boilers and electric central heating is being replaced.
Well they can stuff their gas as far as I am concerned. They can cut it off or better still not switch it on in the first place. I have used propane gas portable heater for years which provide great heat, quickly. Gas cylinders are paid for on delivery and so no bills to pay. If it is not cold I neither buy nor use it, so now weekly charges or pre paid meter to install. My shower is an electric pump one and so washing is no problem. The washing machine heats water for cloths washing. The kettle will do to supply hot water round the kitchen, which has electric appliances, now, and the gas will just not be used. Should hot water be a hassle then I will buy an electric water heater or an electric element to put in the water tank.
this modernisation is going to cost a lot of money for people on benefit who cannot afford two systems. Yes, upgrade the bathrooms, kitchens and re wire, but forget about gas, as the boilers work at present and electric central heating, although pretty useless, is installed already.
