Moving the goal posts during the Game ain't fair ! This happened when we were asked if we wanted to join the E.E.C. The ' No' vote was high in the polls but the Government wanted a 'Yes' vote. So they decided, near voting day, that 40% of the total electorate must say no and not first past the post.
