Are they not sick as well? Build more rehab centres, instead of building aircraft carriers with no planes, and put these people back together and get them back to work. The problem is going to get worse long before it gets better. As these austerity measures bite into society more and more people will come to rely on chemical cruches just to' get them through the day' or 'just till I get a job. '
In Scotland we have aversion therapy patches which can be issued to drinkers and smokers. When using the patches a person becomes physically sick if they ingest alcohol or smoke cigarettes. This is a great start. After a dry out for drinkers and advice about the patches people can function again and by wearing the patches they say off and get healthy.
