Police and others have used tracking by mobile for many years in a slightly different way from Apple and Google but with the same results.
Each cell phone sending/receiving pole or site has a number and a geo-location. As you move from cell to cell you are posted as leaving and arriving and area. Your phone continually sends out 'I am here' to be picked up by the sending sites. The only thing that you can do is take away the power by extracting the battery.
For as little as 30p a time, people can use sites, on the web, to track and locate a mobile phone. It is advertised as a child security feature but it can be used by anybody, with no questions asked. You just enter the mobile number and the phone location appears on a map. So giving out mobile numbers on Facebook, etc., is just plain crazy as your number can be tracked to learn your movements.
The movement records are kept by the phone company. The apple/Google system keeps records on the phone as well.
