Force mobility scooter riders to have insurance, says pensioner whose hip was broken in supermarket crash | Mail Online

As more and more disabled people are getting these scooters, some of which can do up to 10 mph there has to be some regulation for them. They are so quiet for one thing and need something connected to a wheel so that a beep or something sounds as they move along.
Insurance may be the answer. But how about the scene where two women/men are walking along with these heavy buggies, either blocking the whole pavement and or crashing into people with them?
Should all moving machines have insurance? That opens up insurance for supermarket trolleys. Yes the position of moving, aided by machinery, has to be looked at quickly and hard and fast rules set down.
