Why do officials put a toxic by product of Aluminium production in drinking water? What actual good is it supposed to do? Most buy the powder from China where there are no quality controls whatever and I am sure that they couldn't care less who gets killed or injured using it because they don't put it in their water.
Scotland voted to ban it completely but products made elsewhere may contain Fluoride which would have been contained in the water used during production.
The most famous example is Irn bru, a fizzy drink, made originally in Glasgow. A&G Barr got mega grants and a sweetheart deal in Sunderland England to build their new plant there while continueing in Scotland. So Irn Bru from the Scottish factory has no fluoride whereas from the English factory there may be fluoride included as it is in Sunderland water..
The firm's adverts say made in Scotland which is factually true. However they move it up from Sunderland in stainless steel tanker trucks, with no advertising on the trucks to bottle it in Scotland. Every heard of a company that does not advertise?
