If a burglar alarm was going off every two hours 24/7 I would not have waited three months before smashing it, never mind snipping a wire.!! As it is an offence to fail to repair a faulty alarm, under Noise Pollution Acts, once it was reported to the Police they should have found the owner. Surely Land Registration and ownership files exist. If it is a listed building then there are most certainly records of ownership. But they did nothing.
So sod them they deserve all the costs involved!! The house is fairly obviously owned by an untouchable, of whom, the police will have knowledge. All VIP's premises are on a list in most area stations.
They must be pretty high up the greasy pole if they can have a Court case discontinued and ignore the police. Send for Clueseau!!
