This makes my whole point in agreeing with a burqa ban although, in this case, it has not been confirmed that one was worn. The report merely states that he was dressed as a woman. Normally I couldn't care less what people wear but in the case of the all covering garment worn by, mainly, Muslim woman I come down in favour of banning it completely.
Here is a case in point where a man may have been dressed in one and when asked for papers gets out of a car and opens fire on Police in Saudi Arabia. In another case a fugitive got out of the UK wearing one. Someone with a pillow or padding would just look like a pregnant woman but may be a guy with a huge bomb.
Now I wonder what was in the car when it would look better that a man and a "woman" were in it rather than two men? Are two men more suspicious then a male and "female travelling together.? The report is careful not to mention the type of dress worn by the "woman."
