Oh I can see the letters now! Health & Safety Gestapo. But if little Clarence or Daffodil gets their eye hit by a flying sweetie then the sweetie on the stage gets the blame and the insurance company pays up. Therein hangs the tale. The more risk that can be eliminated then the cheaper the policy and the higher the profits per seat.
The most dangerous area is audience and stage interaction. This has the highest statistical chance of ending in an accident and therefore an insurance claim against the theatre and the writers and their granny and their sister in law too!.
Pyro means that a fire officer must be on hand at the cost of their wages and insurance for fire is very expensive hence no smoking in TV studios.
