It's quite simple and I have been banging on about it for years. The Health Service is actually a garage repair service. Units who can be productive are fixed. Older units, less productive are patched up. Very old units are "jailed" in homes.

Being able to Produce is the key to unlock Health services otherwise it is just a case of " keep taking the tablets, dear and we'll get you with a side effect!!!"
