Get kids used to being groped at an early age and let them see their parents agreeing to be groped tends to mean permission is granted and that it is okay to do so to them. The reasons are just too complicated for kids to understand and so they take it all in and take it as being right as there are no objections.
When someone else gropes them they just accept it and are therefore being trained by these goons to acquiesce and submit to authority which to a kid means, simply, an adult.
