At one time torpedoes were used to "fire" drugs ashore but, of course, once it is out the tube it can't come back or divert and so conditions must be right on the beach. Nowadays, they are using mini subs which can surface behind a ship and unseen from land. Move the cargo and submerge. Others drop pods to be recovered later when boats are out lobster fishing.
