Any excuse from these child stealing agencies. They steal children and farm them out to foster and adoptive placements many of which have turned out to have "parents" who are sadistic abusers who harm the children. They merely volunteer for the extra income and/or to provide them with playthings which can be tossed away later with no worries or strings attached.
The really clever abusers either blame the child or their previous parents or minders for the child's behaviour and the "lies" that the child is "making up" about them. The authorities nod sagely and agree with them, take the child (ren) away and give them new ones to play with.
