There are people in Haiti working for charities and NGO's who have spent their working lives there. Aid has been poured down the drain for decades and very little has been done to improve the lot of the ordinary people.
They in turn acquiesce to the fraud because it is the only system that they have ever known for many generations since the days of Papa Doc and his son Baby Doc who became father and son dictators after the French left their colony
