Nice to see that they figured it out..............at last !!
The game is that Jean moves in with Fred but retains her home. Neither change circumstances so both get 25% single discount. The "empty" house than gets a tenant paying cash or a relative moves in.
Of course, if both are on benefit they both get a rent rebate, too, for both homes!
