Winston Churchill is quoted as saying, "jaw,jaw is better than war, war."  I think that this is as true today, as when he said it, prior to the beginning of WW2, when Neville Chamberlain, the British prime  Minister, went to talk to Hitler in Germany in 1928 and returned with a document agreed by both sides. Of course, any agreement is only good at the time that it is signed and can easily be torn up later.
