They would contract with call out doctor services, who would be some distance away and/or stacked up with calls, This would get them all in one place. Reduce homecare staff and costs. Free up housing and get the streets cleared of campsites, by moving folk to South Dakota black hills or other out of sight, out of mind dumping grounds, Hence the FEMA trains, perhaps???
