It surely is a National Security issue, so why not build it with military money? The problem is who will do the work? Why not put the Army Corps of Engineers in charge and use marines and army labour?
If they put it out to tender, you will get the usual pantomime of 'unforeseen problems below ground level'
along with various other excuses, to inflate the eventual cost, by a factor of at least 25 times the original quotes, Bricks will cost $250 each no doubt!!!
Use military money and use military personnel. You know it makes sense but will it happen??
