Many homeless people have skills. Why not take over an abandoned factory and fabricate cheap portacabin homes using homeless labour?  Those who work, get priority on the list. Surely one park could be given up as a social amenity and used to place units on it. These units are just like lego and can go two/three up, set at right angles, zig zagged and crosswalk linked.  Mini villages would get folks off the streets and trash into dumpsters.
