As so many people were gathering at Stonehenge for religious festivals and/or just visiting, the Government department which oversaw the site decided that they had do carry out safety work to avoid any claims be members of the public for injury or death.
They took pieces off the ground and repositioned them on top of standing stones and the laid flat some stones which were balanced one upon the other. Hence the pictures of men at work.
