I think that the European football contest, in June,taking place in France, will be a target. People will be travelling from all over Europe, to various venues in France, to follow their team as they progress through the competition. This means masses of people, moving on roads and by rail, going from stadium to stadium. All of this movement provides cover for terrorists to move within crowds of genuine supporters.
