If a non British person falls ill and is either treated or taken into hospital they are not charged per day or procedure but receive a bill,sent to their home address. So nobody bothers to pay the bills!!
A British hospital must hire an English or Scottish lawyer to hire a lawyer in their country who has to track them down and take them to Court in the home country. This takes time and a lot of money.
Now in fairness,when a British person needs treatment or goes into hospital in a foreign country they must pay up as well.
To avoid these charges people can take out health Insurance and I think that it is about time that nobody should be allowed to travel without basic health insurance. People,in the Uk, can apply for a free form, which allows for all treatment,obtained in Europe,to be charged to the British health system
