This register is one of the biggest mediums used to commit fraud. Any person can,electronically, place a fictitious name or names on the Register. This data then becomes the base line for obtaining Credit Cards and Housing Benefits. Here is how it works..............
An owner/renter of a three bedroom house is allowed to offer bed and breakfast to three people per room at a rate of about £100 a week per person. Or 12 people giving £1,200 income and £1,000 profit in this case. It is rare if the house is ever checked and residents can be said to be out. If a name is proven not to be there,then the owner merely says,' oh he must have moved out.' The owner need only repay the benefit
If these 12 names are registered,applications can then be made for Credit Cards using data and a common phone. All are said to be self employed,so no employer calls or data are done. Some card companies ask for proof of past address which can be given by looking through the phone book. A similar name is chosen,at a good area address and that data is given.
So Mr Fagan can pull £1,200 per week benefit and get 12 people by ten legitimate cards or more, at £1,000 per card or £12,000. This allows him to take on another house,in a different area,to start again. Any repairs or decoration needed.............use Credit Cards of course !!!
