During Ramadan Muslims neither eat nor drink between Dawn and Dusk. I can understand the concern about kids taking stressful exams on an empty stomach and/or without even a drink of water.
Obviously their religious leaders should give them a dispensation, but who is to say that parents would accept it? Then you would have some fit and others not so fit. Therefore I think that they should be kept in isolation, until after Dusk, have a meal and then sit the exam on the same day as the other kids.
