Same fly overs are conducted over London practically every week!!  A quirk in the Law allows police to listen but not record telephone conversations both mobile and land line. So they fly round, in three planes, listening to cell tower traffic and collecting phone numbers. Then they try to link the numbers to people and addresses.

 Of course, phones bought for cash are almost impossible to trace unless the buyer is a real twat and uses either a Debit or Credit card. If so the phone number can be traced to whichever shop that sold it and the money trail easily followed.
