Edinburgh has a huge drug problem and has had it for years! Drug taking is a way of life, passed down from generation to generation, as a means to 'get away from it all' for a period of time. The 'happy' length of time away from the crap of living, of course, becomes ever shorter over time as bodies get used to the chemicals.A downward spiral of needing more gear to get the same length of time (hit) turns into using money for more hits instead of for food and bill paying.
I suppose the Council are trying to educate folks,who will be doing it anyway,how to take
drugs properly,rather than have people taking anything at random in search of some relief.
