Well it certainly happened in East Germany and in most communist countries,too. People,especially,children had to snitch on whatever they saw and/or heard as they played or heard at home.
The classic use of this system,of course, was in Germany under Hitler where children shopped their parents regularly and even blackmailed them too. What a wonderful system !!
