There is a limit to how high taxes can go before people just up and leave the country. When Britain went completely mad the Rolling Stones moved to France because they were actually getting 10 pence of every pound that they earned which then had to be divided among each member of the band.!!.
Recently, haulage contractors, on the South Coast of England, moved their head offices to France to save money on fuel. In fact, some London firemen actually live in France and come over to do their shift here,thus avoiding paying any tax at all!!
No tax system is perfect and thee will always be ways to circumvent any system put in place.  Just look at off shore trust funds for suppose 'amateur' athletes and football kickers.!  By merely moving a head office to a tax haven, millions can be saved. There are homes, on the Cayman Islands, among other tax havens, which have hundreds of companies registered at that address. The debacle over Rangers FC brought out the fact that the buyer was registered at a PO box in Switzerland.
Income tax was invented, as a temporary measure, by George III to raise money to fight the French. Even then people were dodging paying it. They had tried a window tax and people just bricked up windows. Nobody wants to pay taxes, but just how would services be provided without them?
