The direct debit scheme only works for those getting paid. Otherwise would they use it? A plethora of plans exist where you can take an average year of use and pay the next year in 12 parts whether you use it or not.
This is all money in the bank for the utility firms who have probably bought in bulk some five years, before they supply you. All of this free money that they get for suppyling nothing at all is available for them to use making interest on spot money markets and weekend loan schemes in the West Indies just like the banks
Indeed BP was the first multi national to buy their own bank. Then all income coming into BP went into the bank and each section of BP then applied for a loan from that bank, keeping things nicely in house.
