Should Germany hit the rich with a wealth tax? - The Local

This was tried in the UK some decades ago. We decided to have two rates of VAT payable on items. Luxury items were charged 2.5% extra.  So a return had void zero  rate 1 rate 2   It actually cost more money than it brought in, with all of the extra paperwork and checking time.
