How is a kid,with no training whatever, supposed to understand that the Tax laws are being circumvented? This will only lead to massive feuds as kids report folk for spite.
The last time a similar system was used was in Germany, during the days of Adolf Hitler when kids were required to report their parents and others, in order, to gain entry or advancement in the Hitler Youth
