It is fairly common for the CID and/or property department people to steal porn videos from evidence. Some even run their own hie service!
They put blank videos inside the cases so that the numbers of tapes tallies with those logged in. Another way,to steal tapes, is to just keep producing the same load of tapes at every trial. Anyone on trial rarely knows exactly which titles that they were caught with and if the number is reduced when they appear in Court, then they don't complain as it looks better for them.
The same game is played with Cannabis plants. perhaps five are taken from a house. When the case comes to trial there are three. This is also better for the defendant. The other two end up in police homes. The same evidence is continually used all the time and the trial tickets are just moved along and attached to it.
