Why?  Where have you been?  Utah has just had the biggest NSA spook computer storage area built there to sift and store all e mail, voice, text, IM, landline, mobile phone from everywhere.
So if they build up a pattern of normal traffic movement on a road nearby they can then see unusual traffic much quicker! Of course, all that a bad guy need do is swap some plates, from a disabled car, then doing the journey, but they won't think of that as it is too low tech!!!!!
