This was bound to happen and they got away with it this time.!  When you have thousands of drones flying about above American cities, as will be happening soon, there operators have no clue as to where they are flying the thing other than an on board camera view. They have no radar. In the heat of a hot pursuit they could fly anywhere!!
These things can get up to above 40,000 feet and are fairly small in comparison to an aircraft. They must be fitted with transponders, similar to aircraft, to enable air traffic controllers to plot them and avoid a mid air collision. However they are so manoeuvrable that even a transponder may not help much. Another problem would arise as there are many computer programs which plot the location of aircraft via their transponders and so the drones would also show up.
This issue must be sorted out, before fleets of these things are released to police in big cities in America.
