The internet licence fee

The internet licence fee: Viewers who watch TV on computer could be charged from next year, hints minister | Mail Online

Just how is the Government going to know any of the following...

1 Who has a computer? 2. Who has a TV? 3. If you have a computer and no TV do you watch TV on a computer?

If you buy a new TV or sign up for Virgin/ Sky then the vendors inform the Government. But you can buy a 2nd hand TV from a friend.
Are the Government going to ask computer stores to report whoever buys a computer? They can be bought 2nd hand too.
How will the Government tell if you are watching TV on a computer??
Only the BBC seem to be complaining as they are the only company funded by a license fee.
This is all silly nonsense unless there is an internet tax on the way for every broadband user!!!
