in the UK the word driver comes from drover who was a person who moved cows and sheep to markets. the hooves were damaging the roads and drovers needed a license. In Scotland, there is no law of trespass and so the drovers went overland to market and said stuff yer license.
hence a license was needed for business but not for pleasure.
