People jump up and down shouting ban these drugs. However it just in't that easy. If a manufactured drug called snap contains ingredients A B C and D it can be banned in due time. To have it back on the market,quite legally all one has to do is add ingredient E and change the name.
To be banned,each ingredient must be named and only drugs containing these ingredients are banned.
By adding or even subtracting it becomes a new drug.
