The main reason,before the digital age,for not allowing prisoners to vote was that,in the main,most prisoners would vote labour. The effect of thousands of 'extra' labour votes could sway the elections of local MP's and indeed,could put labour into power in a tight race.
Postal voting should have been taken up,where a prisoner could Vote in his/her local area. It was blocked in spite. The prisoners could not get access to local issues to decide which way to vote or their local MP.
So prisoners took their case to Europe and appear to be winning.
Had they accepted postal voting,a prisoner would have to apply to their local area. This would have broken up a block vote and many prisoners would not have bothered. Having blocked it, in the past,they can hardly go back to it now.
So either the huge block vote comes in or some seriously expensive internet voting system has to be set up in every prison, to work a couple of times in five years. What about local council election?
