Okay, so there are some glaring anomalies in the disability/pensioner payments schemes. People fortunate enough to be able to go to Spain or Portugal, in the Winter, get the Winter fuel allowance of £250 as do pensioner millionaires and billionaires.
 So what can be done?  Bring back means testing?  The costs involved would be far higher than the money paid out at present.
