Don't know why they are paying £40. Under Scot's Law, any person may decide to be named anything that they want to be and merely have to tell people of the change. A simple newspaper announcement, stating that as of (date), Joe Sixpack wishes to be known as Joe Twelvepack is enough. A letter should be sent to utilities, Benefits office and anyone else whom it is deemed necessary to inform.
Under English law, a change by Deed Poll must be made.
