It is becoming a well used plan to go into a country and spend money on the Government opposition. This was named Agitprop, by Communists, a long time ago. (Agitation Propaganda)
Then after a brief civil war, in which weapons are given against future mineral rights in repayment,the new Government is supported.  This saves an all out invasive War. It is cheaper and the troops don't get killed for their folks to moan about back home.
Then a better deal is made with the opposition to the opposition and the whole thing begins again, until the oil and/or gas is actually needed. It may then be picked up at a very cheap price. The taxpayers have already paid to make and stockpile the weapons sold to the various warriors. Each group has been set against each other group and all the time the oil and gas is safe underground to be used/sold for huge profits, later.
