I admit, that I was dumbfounded as to why they could not track a thing the size of a bus, in Space, when knowing where everything is, is actually, so very important, as one tiny collision could end up being a disaster. So I got to the obvious conclusion, they did know and they were worried.
I took it that, Market Guardian, was a dual core exercise, with them ready to go live or containing an embedded unit, in the exercise, which would act as clean up crew.
