Why not use old mothballed oil rigs as jails. Once a prisoner is out there they need transport to get back so the security is the distance from land. they have bunks, kitchens, showers, games rooms, gyms and a radio room.
There is no point in prisoners taking one over, as they will run out of food and fresh water.
