Ukraine became independent in 1991. Prior to that,it was not a country but a part of Russia.
The Russian Empire had been carrying out killings and forming ghettos for Jews since the 18th Century.They suffered if they did not convert to Orthodox Christianity.
The first pogrom to be noted happened in Odessa 1821 and continued up to the time of Stalin. So the area of Ukraine had to be involved as a part of Russia.
