I can understand what the police are doing. They want to keep these people moving, so that they do not set up a site for begging.
In the Uk,begging has become a job! Unemployed people are putting on old clothes and writing emotive signs to come out and sit begging all day. Most make between £75 to £120 per day, tax free!!
About £500 per week. They then go home, in the evening, to bag up their cash. Some are making more per week than they earned while working and of course, they are claiming benefits as well.
