Who is going to bother reading an extremely dry 300 page Report on anything? Well this person did some data mining and the results are pretty shocking. But, hey, who cares about Alaska? Where is it anyway?
More and more,these day, everything bad is being 'hidden in plain site. Obfuscation is the name of the game. I am sure that there are loads of template style reports about everything and the bad bits of knowledge are shoehorned in to these templates to ensure that nobody ever reads them!!
