Countries spy on each other all the time and have done for centuries. In the book the Art of War,written in 6 BC, Sun Tsu says that spies are the most important part of any army and should be paid well. Wars can be won by what spies find out. Be ever vigilant and so on........
Be they friend or foe,countries spy on each other and they only complain when they look foolish because they have not caught the spies!!
