It is fairly obvious that some company was give the job of digging up a trench in the road,probably to lay cables or pipes. So the contract would say, reinstate any markings after you infill and tarmacadam. So they did, on their bit!! It is up to the local Council to do the other letters.
Why should the firm do work for free? There would be extra work needed by surveyor's, using their theodolites, to line up the letters. Possibly even the hire of a satellite to get the exact GPS position of the letters, which would have had to have planning permission, originally. Stencil letters and spelling lessons for staff are expensive these days!!
