Completely agree! If a person willingly decides to move to another country, they should learn the local language. So who is going to teach them?  Where are they to be taught?  How much is it going to cost?
My local council spent a lot of our money putting up office signs saying, "Hello, inquiry desk." in all sorts of languages. They were totally useless, as none of the staff could speak a foreign language and there were no interpreters. Non English speakers brought a friend.
In the Uk,a person can pass a driving test with an interpreter in the back seat. All they must do is drive correctly and understand the road signs. As the interpreter is a friend of the driver, it is possible for them to correct the driver's mistakes answering the questions about road signs,etc.  It has been known that agents take the place of the driver..
