I don't see how the north can declare war as the first Korean War is not over yet!! They only agreed a ceasefire and not the end of the War in 1953 However if hey are shouting at each other over the garden wall it is better than firing things at each other.
As I have been posting, Kim 3 is just showing off to his Generals but it would really only take one madman with an itchy trigger and kaboom!!
